If you are asking how to make a strobe tune i would imagine all you would need is a set switch on a circuit board to flash at the suggested hz rating for each string and a wheel to change set the frequency for the desired string, but i don't know what parts i would use.
Damn that strobe tuner is way to big. look at the planet waves one, its on the size of a bass pick

I think that it understands how it is difficult to make it small.
