As of a weel or two ago it appears that one or more 'missing' cores are subject to intemittant criticality as evident in release & detection of short-lived radioactive decay isotopes, so 'cold shutdown' may well be a PR pipedream. Also, it may be that melted cores have a thick upper-crust of slag that prevents effective heat-transfer cooling while lowest parts are in direct contact with & melting vulnerable concrete containment -- so breakthru may STILL be possible, ie. this is FAR from over.
