The files end up being stored locally on everyone's hard drive. That way you can unplug and use them. When you reconnect to the Internet it'll broadcast the changed ones to everyone else.
If user 'A' has a file, 'X', on their groove, updates it and then shuts off their computer, can user 'B' get that most up do date file? ...or do both computers have to be on at the same time?
Think of the free Microsoft groove servers as temporary storage. If user B gets online while user A is online he'll trigger a synchronization. A will send the files to the server and B will download. A could be in an office with a high-speed connection and B could be on a lower speed connection. Microsoft will hold that data for you temporarily and trickle it down to B. Basically, if you want to synchronize both have to be online to do their parts.
