When you want to say, 'we should spend money on education' that's simple and logical so you just say it. The flow and conviction Bush demonstrates in the earlier debates could well be because the solutions he offers seem fairly well thought out, even sensible.

This may be giving him too much credit but I think he actually knows there is no possible justification for so many of his actions as president and that he has to be very careful not to incriminate himself or his keepers.
