JTAGs are standard retail xboxs that have a modded boot loader to run unsigned code. Development kits are made by microsoft to debug games and connect to partner net NOT xbox live.

all new xbox 360 premium come with it.. just look for the xbox 360 premium with the HDMI logo on it. the store with try to saturate the old units first but keep an eye out.
