The Heartless are born from the darkness in people's hearts, and since Kairi is one of the Seven Princess with no darkness, her heart instead hid in Sora when their Island was destroyed. Namine was made when Kairi's heart left Sora in the first game ^^ When Roxas was created, so was Namine. Whew, long explanation @.@
