Anyone who has flown enough to have much experience could have looked at the guy taking off and recognized that he was not sufficiently trained. He didn't know how to "pop" his chute up overhead and take off when it settled overhead. When see a pilot getting their chute stuck into that "ground lock" position at take off or let it fall back to the ground, you best not get in their way when they are trying to land.
