That cape is made by Fromm, and its called the Silhouettes All-Purpose Cape #6700. Its Polyester with a shiny black polyurethane yoke. Comes in Black, Bronze and in this case Burgundy.

Betty Dain also makes one similar, the #944 Multi-Purpose cape and the #45 Cape Retro. Out of the three I listed, this one used in the video is the most expensive. Hope that helps.
