He says 'arm in arms with arms'. Seems pretty clear to me. This whole album is more charged than anything else he's ever done. But the music was incredible too. You see the music and recording becoming more sophisticaed. Who knows where he might have taken reggae, had he lived.

Songs in which you hear Bob saying fight means to stand up and don't let anyone govern you or your country that is foreign to it, or simply "stand up for your right". It also means to verbally fight, not in a arguing sense, but the power of truth can overrule any false remark.

@DrsJacksonn It's not violence if you are fighting for your rights. It is the reaction to violence and opresson why people go to such extremes in the fight for equality. If my foreparents were passive, I'd be born a slave and therefore I'm thankful for their struggles.

@DrsJacksonn "Promotes" violence? I'd have looked at your question differently if you said he condoned or accepted the possibility of using violence. Promote has the connotation of stirring up trouble where there is none. He is talking about an oppressed people coming together to demand what rightfully belongs to them.
