@canuckz No, in order for high-sticking to be nullified, the non-offending team needs to gain 'possession' and 'control' (the ability to shoot, pass, and propel the puck) so the puck simply hitting Miller only gave Buffalo possession, but not 'control' of the puck meaning it it is not waved off.
