It wasn't too long ago that I sat down and unscientifically figured that 0.1% (1 in 1,000) of the US population is a targeted individual. So, if one lives in a town of 50,000, that means that there are roughly 50 seriously targeted individuals. The only way to deal with the gangstalking menace is to round up all subhumans participating in it, sterilize each of them so they cannot procreate, and place them in prison camps for the remainder of their lives.
This is the most profound evil facing humanity today, and most people I am sure still look at us as being insane.
