I remember it being for the Playstation 1.

Street Fighter Alpha 3 (AKA Street Fighter Zero 3 in Japan) -

For the PS1 version, you gotta clock something like 2000 hours or less of game play or play that rpg-survival mode (I forget what it's called) where you can unlock Shin Akuma and Guile.

There is also a PS2 "Anthology" version with SFA1, 2, 2 Gold, 3 and Gem Fighter.

They come with everything unlocked (almost) including an improved Dynamic Battle.
