High level players usually save ultras for situations that would result in certain KO or near KO. I don't know why, but that's just what they generally do.

@cougher989 I disagree. Top players almost never do that, they use it for utility. He should've FADC'd to ultra to get the life lead and momentum. Dying with meter sucks :<

I've seen them hold back the ultra plenty of times, but it does depend on situations and character as well. I'm sure it's not "almost never" held back. But for Ryu I agree... use it if you fadc'd. Other chars like Abel or Gouken, that's different.
