It's a rapping technique called "Toasting" and it was originally performed at Raggae and Dancehall. By the origins of Ragga Jungle and Drum n Bass back in the early 90's where it was influenced by jamaican raggae this technique has been adapted and used until today. If you listen to dnb radio shows or pirate radios you may find this a lot.
