Not every socialist party in Europe is a member of the EL. But their is a group of socialist parties in the European parliament, which work together. The Confederal Group of the European United Left/Nordic Green Left - short
GUE/NGL.
It combines the European United Left subgroup and the Nordic Green Left. And here you can find the Dutch socialist party as a member of it.
