They use gameshark codes, easiest way to enter them is to transfer you game save to and from your pc to your psp. Enter the codes on the computer, do the event or whatever, save and then transfer it back to the psp.

No, Jirachi can be obrained by completeing the Pokemon Channel for gamecube, then linknig up ruby/saphhire (think you can do it with emerald, firered, leafgreen but not sure). Channel takes about 1/2 days to complete.
