Mambo and Salsa are danced to the same music. The difference is stepping on the 1 vs the 2, and holding on the 4 vs the 1, respectively. When the beat comes in, they are stepping on the 1. In the 0:20 - 0:26, they are stepping on the 1 and holding on the 4. I would argue that this is salsa for those reasons.
