It's someone doing an impression of Jerry Seinfeld. In the skit, he's apparently auditioning his replacement. It would be funny if they got Larry David to do the impersonation though.

It sounds like a very exagerrated Jerry for most of the skit, but when he says "I think you're the one" it actually begins to sound a lot more like real Jerry, and a bit of a mix of Larry David thrown in.
