Thet switched the names for Amercian release. So in Japan, Vega is Balrog, Balrog is M.Bison, and M.Bison is Vega.

My god that Claw fight was horrible... He just kept jumping in... WHY NOT SRK?!

Rewatch the video. The Claw was clearly using the jump in so it would hit a standing opponent at the tip of the claw. It would have stuffed any SRK that unless the Ryu started the motion before Claw even started jumping.
And, in case you didn't notice, the Claw was forcing Ryu to play the guessing game of "Jump or Slide?". Check the end of the first round against Claw. The Claw empty jumped over an SRK. Claw can be hard to predict...
