@PuddingSoup - First off, draw a line using the pen tool, stroke the path, then delete the path. To speed up the process, create a new action with a function key setup. Record "Ctrl +J" (duplicating the layer), then go into distort, select wave, set the values as follows to match this person's setup:
No. of Gen - 5
Wavelength - Max 500, Min 100 (in that order)
Amplitude - Max 80, min 50 (again in that order)
Scale - 10 and 10
Then apply the filter. Stop recording. Apply action as necessary.
