For starters, you might want to remove the collar. I've read a few cases where collars can exaggerate the sensations that a cat feels when suffering from postural asymmetries caused from CNS or musculo-skeletal disorders. If your feeling particularly creative you might consider an orthotic appliance which would allow your cat to develop a more symmetrical muscle tone. Prolonged postural asymmetries can cause CNS disorders, so you'll want to have that looked at by your vet.

For a suggestion, you should plan an x-ray even if they don't know the condition. And look toward the upper region of his body. If they are sink in like a triangle, they are eroding in and rubbing agianst his spinal cord.

you should really take your cat to the vet... if there is anything to do they can do it. your cat is really cute and i learned the hard way about taking cats to the vet (my cat just died in the end july)
I'm so sorry about your kittie. I am a cat breeder and this is most definately hereditery myopathy, sometimes called incorrectly "spasticity". The problem with this type of muscle weakness is it is all the way through the neck. So sometimes a cat will die way early simply from choking. The best you can do to assure this kittie has as long of a life is to babysit her while she eats. Usually a year or two into this the cat chokes accidentally. Again I'm so sorry.
