Not even close. Stooges were the first Punk band. Iggy Pop is the original Punk Rocker. Stooges started in the late 1960's; nearly 10 years before Sex Pistols. Modern Lovers, Ramones, Pere Ubu, etc. also pre-date Sex Pistols. Malcolm saw the scene in New York and brought those ideas back to England. He put the Sex Pistols together like a boy band. Hand picking each member and dressing them up in items from his gay sex shops. Malcolm McLaren was a genius marketer and promoter.
Sex Pistols were the first really angry rebellious punk band, and hundreds of bands followed them after they released their first album, they practically started a revolution. The other bands may have come first but the pistols had a way angrier sound. And actually McLaren introduced 'Kutie Jones & the Sex Pistols' to Johnny Rotten after they kept bugging McLaren to manage them.
