I think the game only calculates lateral distance so you can just put your balloon as high as possible and hit everything below you.

@fruitnogi Actually, sometimes the lightning wyverns can be up high and hit you, yet you can't hit them, but the ice wyverns usually fly almost on the same plane as you and you can hit them when they're below.
