Now, I'm not going to pretend I'm an expert on the matter, but I've learned a bit of Russian (and I'm Polish - the languages are similar). I don't understand half of the lyrics, but they're definitely not the lyrics of the USSR nor Russian anthems. It's written in a similar fashion, but it's about a Slavic (not Soviet) Union and doesn't mention communism (as far as I can tell).

Sounds like the new Russian anthem-they retained the old music score, just changed the lyrics. My guess is that this was a version around. The video is just a collage of old Soviet mixes and some new stuff. Some of it looks more Alpine than Slavic.
