No, because at the beginning, if you play on, like, Master+ Difficulty, even if you start off with previous weapons and enough money to get almost all of the training done at the beginning, you're defense and life stats still suck like hell until about level 4 or 5. Enemy officers can two-three shot you easily if you're not careful.
