Those things have to be set up pretty well tho, given how quickly they rise once a bus passes that they dont clip it but get the car behind.. Also, I see that all vehicles except the mail carrier at 1:20 are right-hand drive, and during that scene, you can see traffic driving on the left (when viewed toward the front). Thailand drives on the left, in right-hand-drive vehicles. France drives on the right, in left-hand-drive vehicles, so there's no way that this is in France.

It all depends on the situation, mostly with seat-belt, it will safe you around 78% of the time. In a trailer, you would run away the object that you will get hit, sitting around and waiting for it to hit you would be a bad idea, like I said it all depends on the situations.
