It's mainly a tribute to both in the sense of how they share that quality of being the same, which is why for the majority of the video any time the vocals sing 'one of a kind', Cloud's face usually flashes on the video. However towards the end, it is Sephiroth who appears during the chorus, indicating he is the superior half to Cloud, and it is not until the very end that Cloud establishes his place. 

Or I could just be blowing out hot air and just wanted to make a nifty video to the song.

First off sinister raven is completely clueless about amv synching. the only time it was even the slightest off was the sentence "it is a thrill i can't describe" and that was about 89% synched other than that every second fit. like the one winged angel part at the end
