It's not a "SPY" or a "Survelliance" ship!! it's a Survey ship used for "mapping" out sea beds and gathering scientific data. Every Navy around the world has 'em. No need for guns as these ships don't play offensive or defensive rolls. The Chinese were obviously "protesting" the US navy presence.

It's not necessarily a spy ship. The US vessel in question is actually mapping the ocean floor; information acquired is normally distributed to multiple other nations. Of course the Chinese don't like it, we're not going to give them shit for their submarine fleet.
On the other hand, it IS international waters and it was a very aggressive maneuver by the Chinese vessels. You don't see Chinese vessels off Pearl Harbor because they don't have a well developed navy; if they did, they'd be there.
