I baked the fish in a 375-degreeF oven for 8-12 minutes or until the fish flakes when pierced with a fork via package directions. No, I didn't have to use that much water, but I wanted a sauce for the rice. You could just coat your fish with oil and/or just put enough water in the pan, so the fish will not stick and it will help to steam cook it. You're welcome.

@rayz45 Yes, I did keep it covered the entire time. I wanted to retain the liquid for a sauce. If you don't want a sauce, cook the fish uncovered.
