The layers have to be cut separately using Photoshop,then You create a 3-d Space in after effects (or any program of that nature) and move the camera as you wish. The best tutorial has to be on video copilot (dot) net, it's called "virtual 3d photos"

it can be done in any version.

basically its done by creating layers in say photoshop then importing the layers into after effects and making 3d so you can move parts of the image along x, y and z axis.
