Yeah, I saw that too. But he was probably panicking, he was having a hard time seeing and breathing. As I watched further into the video, I actually agreed with you somewhat in that he did seem to be expecting them to do all the work and could maybe have done more. But I have to give him a break, because fear can truly be paralyzing. Also, if the hall was smoky or his door was hot, maybe he did not think it was safe to leave or maybe he didn't think the stairwell would be clear.

I am a Firefighter/EMT, I have saved more lives then I can count. I've never considered myself a hero nor has anyone else on the dept. I do this job for two reasons, I like fire and I like helping people not because I have any intension to be labeled a hero. The feeling you get knowing that someone is alive because of something you did is a major part of why I am and I'm sure most other people are in this field of work.
