Ok, every Sun. 2-4 server time fish on the tastey fish pools in STV around the coast. You need atleast 225 fishing skill. To get the hat/boots you just have to cactah a rare fish and turn it in at Bootybay.

P.S. the PvP bow is really good at 19/29
