It's a combination of the lack of high definition character mapping and the stylized shape of the head that makes this far from the uncanny valley. Acceptably far left of it, in fact.

Sorry, she's cartoony enough to look cute rather than unsettling. The bad animation and wierd voice have potential to be just not familiar enough but she's still too toony to be freaky.
