The only person that pays the cost of any tax including the "flat tax or progressive income tax" is the consumer. If no one consumes your product or service you have no income to pay tax on.

Exemptions should be an integral part of the tax system. If you contribute $X to charity, you get $X/10 off your taxes. Simple as that.

A flat tax is a good idea but I think his percentage might be too high. This would raise taxes for the bottom of the country.
