Steven and Piers had said in Matt's Wikipedia page that Matt had just as intriguing attitude as Sherlock when HE was auditioning for Watson, but they already had a Sherlock by the time Matt was considered for The Doctor.

They felt he wasn't a good enough Watson, and they already had a Sherlock, but they decided to try out his hand as the Doctor, and Bippity Boppity Boo, he's DT's replacement.
