I'm well aware that racism is in reality deeper than all of that, but many have used it as an excuse for failure, and before about the late 60's and early '70's it was, in many cases, a large reason for people's failures because it was in many cases quite institutionalized. This is no longer the case, and what I think Fox is reporting on is people acting like it still is.

Did you hear the day after the election he said "I hope Barack Obama does so well that four years hence I am salivating to vote for him."? He just wants a secure nation and he gives George Bush credit for preventing any further 9/11's, and has questions about Obama's ability to do the same.
