I'm gonna go out on the limb and say Chomsky is not an anarchist. If you don't recognize individual rights, your basically a statist. The state is defined by it's rejection of individual rights through it's monopolization of the services that it needs dominate people.

A libertarian that doesn't believe in community isn't a libertarian. belief in community is the underpinning that is deeper than the distrust of government.
