I'm not sure, but the only time you need to do this is before Raithwall's Tomb if you follow my guide.

if you talk to this one guy near the entrance pf the plains he says he can tell weather

if the rains start talk to a seeq in rabernasters souh gate then he will tell u how much longer till the dry comes (rains last for 1 hr and dry lasts for 2)
