There are thousands of run-down nukes around in Russia - they need to be safely decommissioned before they get into the wrong hands. To do this the west has to agree negotiate down the number of nukes we have, otherwise Russia will never agree - plus the fact that we have help them do it as they've lost much of their cabability.
