No everyone is allowed in, if you pass the requirements. The organisation only invites bands of a certain level within their category. Which category you belong to will also be decided by the organisation, since those categories go by dutch system, which is a little different from what you're used to probably. It's only held once in 4 years, and is one of the most prestiguous music contests all over the world. So you have to be quick if wanting to be there. 2009 (that's next year!) is the next.
