It was a Conrail preference. They ordered all of their locomotives, except the SD70s and SD70MACs with the red markers. They are or were normally lit when a loco was parked, or when it was trailing in a light engine move. We commonly also had them on during dense fog, snow or other times of limited visibility, just for more saftey
