They have the first right to go to university, they don't pay taxes, and they are hardly controlled. Tibetans can choose to work and live anywhere in CHina, have as many children as they want, and have education, practice their religion. It's only when they want to split China that the government prevents them doing so.
What you say about the native peoples is very true though they don't always get a lot of respect. They get stereotyped a lot which is sad. Interesting fact is that during the Vietnam war, over 46,000 native Americans and some from Canada voluntarily enlisted in the US Army and USMC. About half saw combat in Vietnam. Many Maoris and Australian Aborigines also fought in Vietnam against the communists.
This medal was given by a Democractic Congress.. Bush would of never given a thought to the Dalai Lama. Tibet is overrun by Chinese immigrants and Tibetan people are a minority in their own country now. The Dalai Lama recognizes this.

The award was given by unanimous vote by the entire US Congress (all parties), President Bush was there to show his own support for their decision.
