@IvySummers1 Mine is a dodge stealth ES DOHC non turbo and it's a 92. It depends on WHEN the car was made because there was no such law in 92. I have hit 160 and bumping the pin in my ES with no sign of a limiter.

@axispiral no gas = more of a chance of fuel sloshing around and fuel pump not pushing enough fuel can damage a motor and be disastrous when the engine stalls making it hard to turn the steering wheel and can cause a bad wreck.

@axispiral no gas + top speed run = more slooshing in the tank which can cause cavitation which can create a lean condition, which we all know means kaboom.
Don't get me wrong I'm not hating just sayn I don't run my car hard with less than a 1/4 tank for that reason.
