A falling putt is not what I was referring to. (and it is 10 meters...@33 feet, not 30 feet).

The foot fault was him picking up his plant foot behind the marker long before he released the disc. Your foot has to be in contact with the playing surface, behind the marker at the time of release.

No. Even on a jump putt, the plant foot must be in contact with the playing surface at the time of release. Read PDGA rule 803.04A(1)
