it's flat acrylic. the shine is from the lights while the paint is wet.

how cheap the black gesso is from wall mart?

Ok, look for the crafting/art supply section of the store, you should find Apple Barrel brand paints that come in 2oz. and 8oz. sizes. The 2oz cost about $1-2 dollars, and the 8oz. sizes are about $4-5 dollars. If you want the actual Black Gesso by Bob Ross, I get that at Michaels store, but the Apple Barrel stuff works the same, it's about the same! :)
