I have NEVER seen him before. Is he newly added within the last year (I used to work at DTD from 10/05-3/06)? Granted I didn't get to visit the PI clubs much since I was working nights.

He's randomly there. From what I understand, he's been there for a few years. He also made an appearance with Fletcher Hodges in the Holiday Hoopla singing Rudolph the Red Nosed Reindeer
