I personally think light characters are easier on beginners so I think Wario should be unlockable and Koopa Troopa should be in the default 8.

However, I think they should start out with 12 unlocked characters but still only have 8 per race.

They're trying to go back to their roots with this game, as you could tell by the coins that were also in Super Mario Kart. You know what else was in Super Mario Kart? 4 weight classes instead of 3. Toad and Koopa were the lightest, followed by Peach and Yoshi, then Mario and Luigi, and lastly Donkey Kong Jr. and Bowser were the heaviest. Judging by how they're including Koopa over Wario in the starting roster, I'd say they're doing this weight class system again in Mario Kart 3DS.
