It's a little more complicated than that, Japan, America and South Korea cannot risk sparking off war on the Korean peninsula again, as even though the North Korean army is stuck in the 50s, the casualties would be massive. Also there is NK's rather ambiguous nuclar stance to deal with.

Lastly, China is their major ally in the area and we don't want to piss them off while Russia is protecting them in the Security Council.
