@GEORGETREVOR I don't know.. that's one of the mystery of RE... Maybe it's just a fling, cuz Claire found someone else in RE Degeneration which took place few years after Steve's death... Claire did seem to see Steve as an encouragement for her to avenge his death... so, maybe she loved him but only at that moment..
BUT did Clare see Steve as her soul mate & love him back in that way ? I wonder....
