Maybe we have been waiting here hoping their are aliens that could travel to us and we know they are out there somewhere, but they can't. Maybe we have just been here a really really really long time. So long that we can't even track it back and land/water erodes/burries and changes the landscape so much, everything gets lost every X amount of years. How could these possibly be balloons? Last time i saw a ballon, it wasn't moving perfectly horizontal with no vertical movement!! Plus, i'm pretty sure that the military, even the mexican military, are trained well enough to distinguish a ballon from an aircraft.

@MrHanksie Weather balloons have altitude controls on them. And even if they don't, the balloon would eventually reach an altitude where it reaches static buoyancy. And the military isn't that smart. If they were, they won't be mistaking hospitals for bunkers, or bombing their own guys in war.
